Course Objectives
The Horizontal Surface Maintenance (Level 1) is a module in WSQ Environmental Cleaning that is designed to train cleaners in maintaining the cleanliness and hygiene of various horizontal surfaces safely and effectively.
As a core unit within the WSQ framework, this course aims to enhance the employability and career progression of workers in Singapore’s cleaning industry. Eligible trainees can benefit from SkillsFuture Credit & SkillsFuture Subsidy to support their learning.
This course is designed to equip participants with the essential knowledge and practical skills for comprehensive hard floor and carpet cleaning. Upon completion, participants will be able to:
- Prepare for cleaning activities
- Remove loose dust and debris from hard floor surfaces
- Remove spillage from hard floor surfaces
- Manually remove impacted soil from hard floor surfaces
- Perform mopping of hard floor surfaces
- Reinstate the work area after cleaning is completed
- Report discrepancies or issues observed at the workplace, in accordance with the National Environment Agency (NEA) guidelines and other industry standards

This course covers fundamental cleaning techniques and safety protocols for hard floor surfaces and carpets, ensuring participants develop a strong understanding of effective cleaning practices. Here's a breakdown of the key modules:
1. Prepare for Cleaning Activities
- Assess the cleaning site and condition of hard floor surfaces and carpets.
- Comply to workplace safety and health requirements when cleaning hard floor surfaces and carpets by displaying appropriate safety signages.
- Select and use appropriate PPE for cleaning.
- Select and use appropriate cleaning tools, equipment and chemi-cals for cleaning.
2. Remove Spillage, Loose Dust, Debris and Impacted Soil from Hard Floor Surfaces and Carpets
- Apply common methods to control and remove spillage, loose dust, debris and impacted soil from hard floor surfaces and carpets.
- Apply common mopping methods to perform mopping of hard floor surfaces.
3. Comply with Public Utilities (Water Supply) Regulation 39
- Comply to the requirements in the Public Utilities (Water Supply) Regulation 39 on prohibited use of hose or sprinklers in certain instances.
4. Reinstate Work Area After Cleaning
- Reinstate the work area by collecting and disposing different types of waste.
- Replenish consumable cleaning supplies used for cleaning the hard floor surfaces and carpet when necessary.
5. Reporting Discrepancies at the Workplace
- Recognise reportable incidents to supervisor in the workplace.
- Reporting to appropriate person(s) when supervisor is unavailable.
- Engage cooperation with person(s) in-charge and authorities in inci-dent investigations.

Certification
Participants who are assessed as Competent will receive a Statement of Attainment (SOA) issued by SkillsFuture Singapore (SSG).

Pre-requisites
- Comfortable and practical clothing suitable for a workshop environment.
- Closed-toe shoes are mandatory for safety reasons.
Admission requirements:
- Have basic knowledge of own work role and the corresponding responsibilities and limitations
- Have a minimum primary school education
- Develop Writing, Reading, Listening and Speaking of English to a proficiency level equivalent to Workplace Literacy and Numeracy (WPLN) Level 2
- Develop Numeracy skills to a proficiency level equivalent to Workplace Literacy and Numeracy (WPLN) Level 2
- No prior cleaning work experience required
