WSQ Food Safety Course Level 4

This programme is designed for supervisory personnel responsible for establishing and overseeing food safety standards within food establishments.


Participants will gain the knowledge and practical skills to apply HACCP principles in developing, implementing, and maintaining a Food Safety Management System (FSMS). The course also equips learners to conduct internal audits and effectively manage non-compliance in accordance with regulatory and industry standards.

Food Hygiene Refresher Course

The Food Hygiene Refresher Course is an SFA-accredited course that trains participants in the fundamentals of food safety and hygiene required for certified food handlers working in various food and beverage establishments.

PWM-Food Services: Food Safety Course Level 3

This WSQ Food Safety Course Level 3 trains participants to implement and oversee food hygiene practices, supporting F&B owners and licensees in meeting SFA hygiene standards.

  • Understand and apply HACCP principles within a Food Safety Management System (FSMS)
  • Conduct internal audits to ensure compliance with HACCP/FSMS standards and SFA regulations
  • Manage and resolve food safety non-compliance issues

This course was formerly known as the Basic Food Hygiene Course and was revised and renamed by the Singapore Food Agency (SFA) and SkillsFuture Singapore (SSG) on 30 November 2020.

Modules covered in WSQ Food Safety Course Level 4 include:

  • Introduction to HACCP and FSMS fundamentals
  • Development and implementation of Pre-Requisite Programmes (PRPs)
  • Application of HACCP principles in FSMS establishment and maintenance
  • Monitoring and control of food safety processes
  • Internal audit techniques for FSMS
  • Identifying and managing non-compliance
  • Documentation and continuous improvement practices

Participants will undergo a 6-hour assessment, comprising:

  • Practical Performance (PP)
  • Written Assessment

Upon successful completion, participants will receive a Statement of Attainment (SOA) issued by SkillsFuture Singapore (SSG).

Qualification: WSQ Food Safety Course Level 4 (SkillsFuture Singapore / SFA).
Designation: Certified Advanced Food Hygiene Officer (FHO) for FSMS/HACCP.
Validity: Lifetime management credential. SFA food-handling refresher training required every 5 to 10 years.

Candidate must maintain proper dress code and adhere to all of the following pre-requisites when attending the class:

  • Do not wear slippers or open-toed shoes
  • Do not wear accessories/jewellery
  • Do not wear nail polish or fake fingernails
  • Keep fingernails short and clean
  • Keep long hair tied back and in a neat and tidy condition

Admission requirements:

  • At least 16 years old
  • Able to speak, listen, write, and read basic English at WPL (Workplace Literacy) Level 4
  • Able to manipulate numbers at WPN (Workplace Numeracy) Level 4
  • No prior work experience required
  • 3-day course (28 hours)
  • Includes I6 hours assessment consisting of a Practical Performance (PP) and a Written Assessment.

Course participants will learn the foundations of food safety and hygiene while handling, cooking, storing, and serving food, according to the food safety standards of Singapore.

Eligible Singapore Citizens can use their SkillsFuture Credits to offset course fee payable after funding. NTUC members can enjoy up to 50% funding (capped at $250 per year) under the Union Training Assistance Programme (UTAP) as this course is eligible for UTAP.

Companies can benefit from Absentee Payroll (AP) funding at $4.50 per hour, capped at $100,000 per enterprise per calendar year. AP funding will be computed based on the actual number of training hours attended by the trainee.

How do I use SkillsFuture Credit for the WSQ Food Safety Course Level 4?

To utilise your SkillsFuture Credit for this course, you will need to submit your claim before the course start date.

  • Visit the MySkillsFuture portal (www.myskillsfuture.gov.sg) and log in with your Singpass.
  • Select “Submit SkillsFuture Credit Claims” and search for the course using the TGS code provided in your invoice.
  • Select Food Safety Course Level 4 and enter the claim amount as reflected on your invoice.
  • Upload a copy of your invoice, review the details, and submit your claim.
  • Screenshot your Claim ID page and email it to your Coursemology agent for confirmation.
Who should attain the WSQ Food Safety Course Level 4 certification?

This course is intended for personnel in supervisory and management roles responsible for implementing and maintaining food safety systems in SFA-licensed food establishments.

Does WSQ Food Safety Course Level 4 certification expire?

The WSQ Food Safety Course Level 4 certification (Statement of Attainment – SOA) does not have a fixed expiry date.
However, certified individuals are encouraged to stay updated with the latest SFA regulations and food safety practices through ongoing training where applicable.

Is refresher training required for Food Safety Course Level 4?

There is currently no mandatory retraining cycle for Food Safety Course Level 4.
However, organisations may require periodic updates or refresher training to ensure compliance with current food safety standards, HACCP requirements, and FSMS practices.

What happens if I do not meet food safety requirements in my workplace?

Personnel responsible for food safety systems are expected to ensure compliance with FSMS and HACCP requirements.


Failure to maintain proper food safety standards may result in:

Is WSQ Food Safety Course Level 4 required for both retail and non-retail food businesses?

Food Safety Course Level 4 is not a general entry requirement for all staff. It is intended for personnel in supervisory or management roles responsible for implementing and overseeing Food Safety Management Systems (FSMS) in both retail (e.g. restaurants, stalls) and non-retail (e.g. central kitchens, food manufacturing) establishments.

Can anyone take WSQ Food Safety Course Level 4?

Participants must meet the minimum entry requirements, including:

  • Possessing a valid Food Safety Course Level 3 certification (or equivalent)
  • Having sufficient English proficiency

– Singapore citizens or Singapore permanent residents
– From October 1, 2023, attendance for all courses sponsored by SkillsFuture Singapore (SSG) must be conducted through the Singpass app. This applies to both in-person and concurrent online learning courses.
– Students must achieve at least 75% attendance.
– Students must pass all required tests/assessments and achieve 100% skill level.
– We reserve the right to reclaim the sponsorship amount if a student fails to meet the eligibility criteria.

William Chiam is an excellent trainer. He explains everything clearly in Food Safety Level 3, makes sure everyone understands the content by giving examples and recaps, and is patient and engaging throughout the training. Really enjoyed the session and learned a lot from him :)

I had signed up for the Bake Artisan and Decorative Breads course about 2.5 weeks before the course was due to begin. Two days before the course was due to commence, I was informed the course was postponed - no reason was provided.

After some back and forth with their customer service on trying to work out alternative dates for attendance, an appropriate replacement date for the course could not be found. Only when I specifically asked why the course was postponed, I was informed that several participants had dropped out at the last minute and the course no longer met the minimum number of participants required to run.

While this is somewhat out of the control of the organisation, overall this could have been communicated and managed better.
