Upon successful completion of this course, participants will be able to develop and implement a Risk Management Plan (RMP) in compliance with Singapore’s Workplace Safety and Health (WSH) requirements. They will acquire the skills to identify hazards, assess risks, and apply appropriate control measures to create a safer work environment.


This course prepares participants for bizSAFE Level 3 certification, equipping them with practical knowledge to meet regulatory standards and promote a strong safety culture within their organization.

Modules covered in the WSH Level 3 Course include:

  • Module 1: Understand WSH Act and bizSAFE Framework
  • Module 2: Identify Workplace Hazards
  • Module 3: Conduct Risk Assessment
  • Module 4: Develop and Implement a Risk Management Plan
  • Module 5: Prepare Documentation for bizSAFE Level 3 Certification
  • Case Study (Summative and Open Book)

Upon successful completion of all assessments, participants will receive a bizSAFE Level 3 Recognition Certificate issued by the Workplace Safety and Health Council (WSHC). This certification validates the organization’s ability to implement a Risk Management Plan (RMP) in compliance with Singapore’s WSH Act and Risk Management Regulations.


The bizSAFE Level 3 certificate is valid for 3 years. To maintain certification, companies must review and update their Risk Management Plan regularly and renew their bizSAFE status before expiry. Failure to renew may affect eligibility for tenders and contracts that require bizSAFE certification..

Minimum Entry

Learners are encouraged to:

  • Have basic knowledge of their own work role and the corresponding responsibilities and limitations
  • Have a minimum secondary school education
  • Demonstrate proficiency in Writing, Reading, Listening and Speaking of English at a level equivalent to Workplace Literacy and Numeracy (WPLN) Level 3
  • Develop Numeracy skills at a proficiency level equivalent to Workplace Literacy and Numeracy (WPLN) Level 3
  • Have some prior cleaning work experience to provide context and understanding of the industry

Our staff and course consultants will assess interested trainees to ensure they meet these prerequisites, including the specified WPLN levels, and to determine any relevant licenses they may require for their work role. Learners who do not meet the WPLN Levels will be advised to enrol in appropriate WSQ cleaning courses and other WPLN courses to build a strong foundation for this supervisory training.

Closed-toe shoes are mandatory for safety reasons.

Comfortable and practical clothing suitable for a workshop environment.

I had signed up for the Bake Artisan and Decorative Breads course about 2.5 weeks before the course was due to begin. Two days before the course was due to commence, I was informed the course was postponed - no reason was provided.

After some back and forth with their customer service on trying to work out alternative dates for attendance, an appropriate replacement date for the course could not be found. Only when I specifically asked why the course was postponed, I was informed that several participants had dropped out at the last minute and the course no longer met the minimum number of participants required to run.

While this is somewhat out of the control of the organisation, overall this could have been communicated and managed better.
